Rotary's WASH Program
Chuck has a strong interest in international development and Rotary’s Humanitarian Areas of Focus. He believes WASH is the key to all of the Areas of Focus when designing successful projects. Since 2024 he has been an active WASH-RAG Ambassador speaking to Rotary Clubs and Districts in the U.S., the European Union, Mexico, New Zealand, Australia and Timor Leste. An eClub Past President, Chuck currently resides in Hervey Bay, QLD, Australia. He attends and volunteers with local RCs, while maintaining his membership and involvement in the eClub of WASH (D9999).
His current program is helping to establish an ongoing Rotary South Pacific WASH Scholarship for a South Pacific Islander to attend the International Water Centre at Griffith University for a Master in Integrated Water Management. Fijian Patrick Pagkale was selected as the inaugural scholar and will begin his studies in July. Patrick was featured in the March 2026 issue of Rotary Down Under.
Chuck joined the Rotary Club of Keizer, Oregon in 2010, and transferred to the eClub of WASH in 2019, due to frequent traveling and a desire to become more engaged in Rotary’s international development projects. With over his 15 years in Rotary, he has served as: GSE Croatia host/area coordinator; Argentine RFE host; YEC chair/host, International Service chair, Thailand RFE leader, Brazil RFE, District 5100 Global Grants Coach, and; Past President.
Chuck has over 30 years’ experience as a town planner/project manager working for local and federal government and as the executive director of a social housing non-governmental organization. He has a Masters of Urban Planning from the University of Oregon; a Graduate Certificate in Real Estate Development from Portland State University and has completed coursework (ABD) for a PhD in Urban Studies, with field areas of community and international development.
